Amount Requested: $179,000

Explanation: Funding would be used to purchase computer monitors, computer towers, vest carriers, and new plates for the office. The project is a responsible use of taxpayer funds since the Sheriff’s Office needs updated computer systems and new equipment to support major crimes investigations and protect officer safety in the Pueblo area. The project has a Federal nexus because the funding provided is for purposes authorized in Section 1701(b)(9) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(9)).

Title: Water Distribution Line Replacement Project

Explanation: Funding would be used to replace asbestos cement piping that was installed in 1977 with new, ductile iron piping. The project is a responsible use of taxpayer funds since the project will result in improved service reliability, reduced water loss in an area experiencing a moderate drought, increased drinking water quality, and improved fire suppression pressure. The project has a Federal nexus because the funding provided is for purposes authorized in Section 1452 of the Safe Drinking Water Act, 42 U.S.C. 300j-12.

Explanation: Funding would be used to replace portions of the open ditch with a pipeline to reduce conveyance loss and conserve water supplies. The project is a responsible use of taxpayer funds since the project will help ensure that Grand Junction’s community continues to have a safe and dependable supply of drinking water while improving the reliability, efficiency, and resilience of the City’s municipal and agricultural water system. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2).

Explanation: Funding would be used to replace the Town’s two drinking water storage tanks, which are in poor condition. The project is a responsible use of taxpayer funds since the project will improve the Town's water system compliance with Colorado Drinking Water Standards and ensure that the community has safe drinking water that is free from contaminants. Title: Nurse Call System Upgrade Project

Explanation: Funding would be used to replace the Delta County Memorial Hospital District’s outdated, partially nonfunctional nurse call system in key hospital departments. The project is a responsible use of taxpayer funds since the project will significantly decrease the potential for medical errors, reduce response times, and improve communication between patients and their care teams in Delta County. A disproportionately high percentage of these patients are elderly, low-income, and/or medically complex. The project has a Federal nexus because the funding provided is for purposes authorized under the Public Health Service Act.

Title: Water Infrastructure Improvement Project

Amount Requested: $1,500,000

Explanation: Funding would be used to excavate and construct a 100 acre-foot water storage reservoir on Thorne Ranch in Badito, CO. The project is a responsible use of taxpayer funds since this reservoir project will help increase water supply and spur economic growth in Huerfano County, which has been severely limited by a protracted drought and over-appropriated surface water rights. The project has a Federal nexus because the funding provided is for purposes authorized in Section 306 of the Consolidated Farm and Rural Development Act, 7 U.S. Code section 1926(a)(2).

Title: Sanitary Sewer Collection System Rehabilitation Project

Explanation: Funding would be used to replace approximately seven miles of deteriorating sanitary sewer collection lines located throughout the city. The project is a responsible use of taxpayer funds since replacing these sewer lines will reduce infiltration and inflow into the wastewater system, improve treatment efficiency, and prevent costly system failures or environmental contamination. The project has a Federal nexus because the funding provided is for purposes authorized in Title VI of the Clean Water Act, 33 U.S.C 1381 et seq.

Explanation: Funding would be used to make critical improvements to Nucla’s Main Street, including water line and valve replacements, the installation of ADA-compliant sidewalks, and the installation of curb and gutter systems. The project is a responsible use of taxpayer funds since this project will help make necessary infrastructure and safety improvements for the Town, which is economically distressed following the closure of the Horizon Coal Mine and the Nucla Power Plant. Explanation: Funding would be used to replace three staffed Type 1 ambulances, one 4x4 transport vehicle, onboard heart monitors, and radios/communication equipment. The project is a responsible use of taxpayer funds since this project helps support ambulance crews that provide Advanced (ALS) emergency medical response to over 2,200 square miles of coverage area, including 2 counties (Montezuma and Dolores County). Title: Perry Stokes Airport Transient Apron/Helicopter Parking Pad Project

Explanation: Funding would be used to construct a new concrete transient apron with a connecting taxiway at the Perry Stokes Airport in Trinidad. The project is a responsible use of taxpayer funds since this project resolves capacity and safety problems at the airport by increasing aircraft parking and positioning the airport as a viable staging base for regional emergency operations. The project has a Federal nexus because the funding provided is for purposes authorized by 49 U.S.C. 47100 et seq.

Title: Garfield County Road 215 Phase 4

Proposed Recipient: Garfield County

Amount Requested: $2,400,000

Explanation: Funding would be used to reconstruct 3.4 miles of County Road 215. The project is a responsible use of taxpayer funds since the road segment the project addresses is rapidly failing and needs improvements to improve safety, drivability, and reliable all-season access. Garfield County and this project area provides direct access to the Piceance Basin, which is a massive natural gas resource for the US. The project has a Federal nexus because the funding provided is for purposes authorized by 233 USC 133.

Title: Conejos County Hospital Infrastructure Sustainability Project

Proposed Recipient: San Luis Valley Health

Amount Requested: $2,000,000

Subcommittee: LHHS

Explanation: Funding would be used to replace the aging boiler system at Conejos County Hospital in La Jara, CO, a 17-bed critical access hospital in the San Luis Valley. The project is a responsible use of taxpayer funds since the current boiler system is approaching end-of-life and replacement parts are increasingly difficult and costly to obtain. A catastrophic system failure could require evacuation of patients and temporary closure of services during winter months, jeopardizing healthcare access for rural residents across Conejos and Costilla Counties. The project has a Federal nexus because the funding provided is for purposes authorized under the Public Health Service Act.

Title: Water Storage Replacement Project

Amount Requested: $2,120,000

Explanation: Funding would be used to construct a new 800,000-gallon water storage tank. The project is a responsible use of taxpayer funds since it would double the drinking water storage capacity of the rural community, who currently is forced to rent costly water bladders when their current singular tank is offline for maintenance. The project has a Federal nexus because the funding provided is for purposes authorized in Section 1452 of the Safe Drinking Water Act, 42 U.S.C. 300j-12.

Title: Food Pantry Improvements

Amount Requested: $250,000

Explanation: Funding would be used to expand WEFLC’s location, improve access to the pantry, and purchase a vehicle for a mobile pantry to serve small communities in the region. The project is a responsible use of taxpayer funds since this project will help distribute food to residents in need on the West End of Montrose and San Miguel Counties. The majority of these residents are living below Federal poverty levels. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2).

Title: Vega Road Rehabilitation Project 

Proposed Recipient: Mesa County Public Works

Amount Requested: $3,600,000

Subcommittee: THUD

Explanation: Funding would be used to rehabilitate 3.3 miles of roadway and mitigate slope instability on Mesa County Road 64.6. The project is a responsible use of taxpayer funds since this is a critical roadway that is the sole access to a small community and the area’s recreational and natural resources. Due to the road being located along the side of mountain, the road cannot be widened, but the surface needs to be reconstructed to its current width to ensure safety and accessibility. The project has a Federal nexus because the funding provided is for purposes authorized by 233 USC 133.

Title: Parachute/Battlement Mesa Childcare Center

Proposed Recipient: Garfield County School District 16

Amount Requested: $4,000,000

Explanation: Funding would be used to develop an early childcare center in rural Western Garfield County that will serve up to 60 children and their families, ages six weeks to 36 months. The project is a responsible use of taxpayer funds since childcare is a critical need in Garfield County, which has only 40% capacity for the childcare that is needed. It would enable more people to seek employment since childcare needs are met, thus improving the economic stability of the area. The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2).

Amount Requested: $965,000
